We love our people! That is the basis for why H.D. Law Enforcement Services LLC was created. Hondo and Debes (H.D.) know how to provide the customer service that is required for a successful job. This was a collaboration with the established relationships and professionalism that both Vance and Hondo bring to the table. With almost 50 years of law enforcement experience between the two, Hondo and Vance bring a knowledge and experience that will be beneficial to any project. Both men are focused on the essentials in life, namely relationships with God and their families. The core belief for H.D. Law Enforcement Services is that when there is harmony and priority with God and Family, there will be harmony in the rest of life.


ALEJANDRO “HONDO” PICAZO
CEO
Alejandro “Hondo” Picazo brings more than 28 years of distinguished law-enforcement experience to the field of public safety, combining deep operational knowledge with proven leadership in K9 operations, critical incident response, and large-scale traffic-control management.
A graduate of the Del Rio Police Academy in 1997, Alejandro began his career with the Eagle Pass Police Department, where he served with distinction from 1997 to 2004. During his tenure, he advanced from Bike Patrol Officer to K9 Handler, building a strong reputation for proactive policing, community engagement, and specialized enforcement, including highway interdiction.
In 2004, Alejandro joined the Union Pacific Railroad Police Department as a K9 Special Agent, launching a highly decorated chapter of his career. His expertise and leadership quickly earned him promotion to Assistant K9 Trainer, where he mentored and supported more than 40 K9 handlers across multiple states. He was later selected for the elite Special Operations Response Team (S.O.R.T.), deploying nationwide to respond to high-risk incidents involving burglary, narcotics and human smuggling, and critical infrastructure protection. Alejandro ultimately rose to the role of K9 Regional Instructor, overseeing regional K9 operations and continuing to train the next generation of instructors and handlers.
Following his retirement from Union Pacific Railroad Police in 2019, Alejandro continued his commitment to public service as a Reserve Deputy with the Maverick County Constable’s Office. He has since built extensive expertise in traffic-control and safety operations for major highway construction projects across Texas. Serving as both a scheduling coordinator and field operations supervisor, Alejandro has successfully managed officer deployment, safeguarded construction personnel, and ensured full compliance with TXDOT standards on complex infrastructure projects, including major toll road developments.
Today, Alejandro “Hondo” Picazo is recognized for his unwavering dedication to safety, operational excellence, and leadership—bringing a rare combination of frontline experience and strategic coordination to every project he supports.

Meet Our Founders

VANCE DEBES
VICE PRESIDENT
A native of Utah, Vance Debes brings a distinguished career in law enforcement, public safety, marked by leadership, specialized expertise, and a commitment to service.
From 2000 to 2002, he served as a missionary for the The Church of Jesus Christ of Latter-day Saints in Anaheim, California, where he developed fluency in Spanish and strengthened his ability to connect with diverse communities.
He began his law enforcement career with the Utah Highway Patrol in 2005. In 2007, he was recruited by the Austin Police Department, where he built an extensive and highly respected career across multiple specialized assignments.
During his tenure with the Austin Police Department, he served in patrol operations and the motorcycle unit, gaining significant experience in traffic enforcement and accident investigation. He was also selected as an instructor at the police academy, where he trained and mentored cadets, and later served as a full-time peer support officer, providing critical support to fellow officers.
Promoted to Detective, he was assigned to the Violent Crimes Unit, where he investigated aggravated assaults and other serious offenses, demonstrating strong investigative skills and attention to detail.
In addition to his primary duties, he was entrusted with special assignments in executive protection, working closely with the United States Secret Service to plan and execute security operations. In this role, he provided protection for visiting dignitaries, high-profile political figures, and senior military leaders, including four-star generals. He played a role in coordinating and executing motorcades and site security for multiple visits involving sitting and former Presidents of the United States, as well as Vice Presidents and their families.
Throughout his career, he also served as a member of the department’s Honor Guard, performing as a bagpiper in the Pipe and Drum Corps—an assignment reflecting both tradition and deep respect for the law enforcement profession.
In addition to his law enforcement career, Vance Debes is a pilot currently pursuing advanced ratings with the goal of flying jet aircraft, further demonstrating his dedication to precision, discipline, and continual professional growth.
Vance’s most important role in life is as a husband and father to his 3 kids.
